I do read the paper often but sometimes I can't even get through an article without having to get a dictionary or ask my parents to explain. Is there a site or other paper where its the same news but in a language I can understand?

The link even allows you to listen to streaming news and information where you won't need a dictionary. I recommend their "News Hour".
Here's another link. This one for the Voice of America. Their streaming broadcast is even done each hour in special English:
