Counsel = attorney. Council = legislative body.
But in both cases, the answer is no.
However, a council can pass county-wide laws (ordinances) that regulate areas not specifically covered by state or federal laws -- that's not override the state or federal laws, if the higher laws do not cover that particular issue in either direction.

Counties rarely deal in the same issues as the legislatures on the state or federal level.
Specifics? Is this about eminent domain?

Not really, but both let the counties get away with it
County is sucking hind tit State one step up and fed rules all, but don't in lots of cases fed sucks at law enforcement
