The line y = 0.15x + 0.79 represents an estimate of the average cost of gasoline for each year. The line 0.11x - y = -0.85 estimate the price of gasoline in January of each year

0.11x - y = -0.85 => y =0.11x +0.85

Rewrite the 2nd equation as y = 0.11x + 0.85.

a) lines intersect because they have different slope: 0.15 for 1st, 0.11 for 2nd.

y=.15x+.79
y=.11x-8.5(rearranged equation 2)

a) lines will intersect because the slope(value before x) is different. To be perpendicular, the slopes would have to be reciprocals(one - and one +). ex. +2 and -1/2

b) Not parallel. Slopes would be identical, and the y-intercept would have to be different.
