all of the equipment that you need will be rather little.

you need a razor knife. ($2.00)
a leather punch ($8,00)
a rawhide hammer ($8.00 to $14.00) (hard rubber will work)
a regular hammer..(probably already have one)
speed rivet starter set. ($2.00 to 5.00)

most of this you can get at wal-mart, or AC Moore.

and a large flat surface to work on.

and if you want it to be pretty a beveling tool ($12.00)

I hope you are kidding or you really need more than that. Just so long you know it's pretend. Walmart and fabric stores sell great fake fur. I made a 'bear skin' with some of it and it looked good. A large paper grocery bag can be the pattern. Lay the bag open end down. cut out where the neckline should go and where arm holes should go. Then make one clipped line up the front only of the paper like a vest. You have a pattern for a fur vest.

Leather working, if you've never done it before, would not be the easiest thing to do. Try getting some leather working books. But unless you have all of the equipment necessary, I'd leave the work to the professionals and buy yourself some good quality armor.

And I suggest opting for fake fur for naturalist reasons, but that's entirely your decision. I'd suggest some places to get some fur or leather armor, but honestly, I don't know of any off-hand.
