If two planes intersect, will they always or just sometimes form a line?

That depends upon definitions. In general it is always. If the planes are defined with boundaries, then the place of intersection could be a single point and not a line. Such a case is very unusual. Go with always. Teachers aren't that mean. Planes usually aren't defined so.
