Nope, but if you're operating a larger vessel, there are many boating instructors and schools that can teach you how best to operate your specific boat, especially in larger coastal cities. No certification is legally required, but it can really put you and your passengers at ease.

No. But it sounds like you haven't done it much so: Have: vhf radio, GPS, and as always recommended TOW BOAT insurance (about $150 a year) because it will be expensive. Also check the sea forecast/ Wouldn't recommend goin out in over 3-4ft seas.
