Sure! It requires only a couple of simple steps.
First go into the control panel (I use the classic view) and choose system, then computer name. Make sure that the workgroup has the same name on both computers.
Then, got to My Computer and find the file or directory you want to share - usually My Documents or Shared Documents. Right Click on the file or directory and choose Security and Sharing. Make sure that Share this Folder on the Network is selected. If you want to allow changes to be made from the other computer, make sure to select Allow Network Users to Change My Files.
That should do 'er.

They are connected to the router so the computers are connected. You must still enable file sharing if you haven't already done so. In XP, select accessories - communications - network setup wizard and run the wizard on each PC with the same settings:
- This computer connects to the internet through a residential gateway (router)
- use the same workgroup name (default is OK)
- select Turn On File and Printer sharing
This step will ensure that everything works OK.

Of course.
Provided that your router sees both machines and you have enabled File and Printer Sharing on both.
Start>Control Panel>Add/Remove Program>Add Windows Components>
Check mark, File and Printer Sharing and you're done.
