It means an open space where there's no place to hide from people looking at you. Just like a fish in a fishbowl, you're always on display.

If you say that "he works in a fishbowl" or "she lives in a fishbowl"....you are saying that that person is in a highly visible situation where many people can see or hear what they do or they say. A situation like that can lead to gossip or talk about a person. Or it can mean that a person must be straight and sober because they are so visible but no one ever sees them have any problems.
