The point varies from person to person, because we all have different numbers of Rods and Cones on the retina.
Rods are approximately twice as sensitive as cones to light, but only see Black or White (Strictly speaking shades of Grey), while the Cones are the colour receptors.
For me it's approx 1 hour after sun set (I'm very light sensitive.)
As an aside, In parts of Africa, the definition of night is when it's impossible to distinguish between a white thread (or hair) and a black one.

Things do not change color, your eye changes your perception because of the difference between the rods and cones in the retina in your eye. Here is a quote:
" The retina contains two types of photoreceptors, rods and cones. The rods are more numerous, some 120 million, and are more sensitive than the cones. However, they are not sensitive to color. The 6 to 7 million cones provide the eye's color sensitivity and they are much more concentrated in the central yellow spot known as the macula. In the center of that region is the " fovea centralis ", a 0.3 mm diameter rod-free area with very thin, densely packed cones.
The experimental evidence suggests that among the cones there are three different types of color reception. Response curves for the three types of cones have been determined. Since the perception of color depends on the firing of these three types of nerve cells, it follows that visible color can be mapped in terms of three numbers called tristimulus values. Color perception has been successfully modeled in terms of tristimulus values and mapped on the CIE chromaticity diagram."**

They don't go from colour to black and white.
It all depends on the colour receptors in your eye and their ability to pick up colour in the dark. Therefore things appear to turn black and white at different times for everybody as everyones eyesight is different.

erm, "things" do not turn from colour to black and white.
Light is needed to reflect the colour of an object, but when light becomes dim so does the reflection of colour, nothing turns from colour to black and white, the light just stops reflecting colour.
