How is America going to reduce oil prices to the consumer?

build new refineries. This hasnt been done in decades. Our dependency on foreign oil is shocking. Lower cost of hybrids.

American can't because world demand is growing, and production will not be able to increase enough to keep the prices constant much less lower them over the long term. However if we become more efficient in our use of oil, decreasing consumption can keep our expenditures on oil from rising.
