Besides the fact that it's pretty much useless in a tight spot? Well they work to keep peacekeepers in countries like Lebanon, East Timor(maybe), various other nations, they combat poverty around the world, combat aids, among various other things.

Your question isn't clear.

Are you saying: What should they be discussing? World poverty, hunger, global warming, wars, illiteracy, HIV/AIDS, etc. The world has many problems.

Are you saying: Why are these institutions unsuccessful in solving the world's problems? Well ....there's politics. There's the fact that each country is separate and independent and sovereign. For example, if the Nigerian government is corrupt and doesn't want to solve the poverty problem, there's not much the UN can do.

I'm sure that there are articles on the Internet addressing the structural problems of each of these groups and how that effects their ability to get their job done. For example, in the UN Security Council, certain countries have veto power, and so any resolution has to be pretty safe and tame and agreeable to all before it gets passed.
