I am sure the question you are asking relates to Geographical Position in relation to Astronomical Bodies... ie Astrology. Wel the shrot answer is, it Doesn't (other than culture issues).
Try not to think of Astrology as 'Planets affecting People depending on where they were born..." Planets affect people in kind of the same way as a clock affects time. There is a series of Studies that have been done that correlates historical happenings, people of significant importance, general populace, and Archtypical movements in society in general with the plavements of planets in specific formations. It was discovered that it wasn't the planets' affect upon the people, but the maturity of a sociological movement that is timed by the motions.

Geography does indeed influence destiny in many ways.
If you are born in Monaco, it is more than lkely that your parents are rich, and you have a good start on life, already, not having to worry about money.
If you are born in Siberia, you are probably the son or daughter, of a Russian prisoner doing time in Siberia, or exiled there. So your chances for a good life, do not look good from the start.
If you are born a member of a tribe in or by the Amazon river, your chances are that you will follow the footsteps of your ancestors, trading the white woodsmen, for something to eat, or for a weapon to hunt with.
Your chances, of being or even seeing a city in the
"outer world", are almost nill, and you will live a hundred years behind other People in other parts of the world.
If you are born in a ghetto, you are probably poor, you probably live in a poor house, trying to survive, fighting even for your existance. Your parents are probably separated, but you probably have a strong mother that will be behnd you throughout your life. (good thing).
You are going to have to fight rejection, prejudice, law, police, envvironment, and if you fight hard enough, you might buy your ticket out of there to a better life, and a better future, for your coming generations.
I think these examples should explain how Geography, will influence your destiny.

To take the mundane side of the question. Progress, both industrially and personally is slower in the deep jungles of the world. This isn't all a negative, there is also the fact that the jungle can provide many things that must be processed or manufactured in the Northern Latitudes.

where you are determines where you can go in any given amount of time. You can go anywhere, but from where you are it may take you longer.
Also, you are limited by your environment. A person who wants to be the champion snow ball thrower is going to have a hard time truely getting their title if they live at the equator.
You have to move if you want to change some of the things in your destiny.

It doesn't. What does is you. We are all responsible for powering the reality program. Sometimes, however, we can re-write part of it and divert part of the grid energy for ourselves. Takes some practice though and it has to be unselfish.:)
