I don't think the chance of success really factored into the equation for Cheney. And I don't think success is relevant to him now. With all that he stands to gain personally, he really can't lose. I think the man is a self-serving opportunist. Him and his cronies saw an opening after 9/11 and they took it. Money, power, position in the Middle East, these were things they've always sought, 9/11 gave them license.
