I LOVE Busch Gardens Europe (Williamsburg)!! In fact, we were just there this morning.
No, it's not a waterpark, nor does it have a water park connected to it, although Water Country USA is just down the road from Busch Gardens.
I can't compare BG to Carowinds since I've never been there, but I can compare it to Kings Dominion. BG is cleaner, more family friendly, and has better food and souveniers than Kings Dominion. The atmosphere is fantastic at BG. KD doesn't really have an atmosphere. KD has great coasters, Volcano and Flight of Fear are my favorites, but BG has awesome coasters! Their newest one, Griffon hangs you over the edge for a full 5 seconds before you drop, and incredible adrenaline rush!
As far as the food goes, I've yet to find a great place for food at KD. It's all over priced, "blah" food. The last time we were there, we paid something like $6 for a chicken finger and fries basket. We got 3 chicken fingers. Give me a break. And they weren't even that good. Compare that to BG's food, our favorite place to eat is Trapper's Smokehouse. For around $10, we can get a half BBQ'd chicken, waffle fries, and a roll. That's enough food to fill you up for several hours! Plus, they have Das Festhaus if you like German food, and La Cucina if you like Italian food. Great choices for everyone! KD only has the "normal" carnival" type foods, chicken fingers, burgers, and hot dogs, all of which are way over priced for what you get.

There is a separate waterpark down the road owned by the same company, however it does have a few places to cool off such as a log flume, Escape from Pompeii and Roman Rapids (a rafting ride).
Kings Dominion doesn't even compare to Busch Gardens. Anheuser-Busch is known for its top quality in education, conservation, entertainment and value. They really offer great deals for families and the parks are always clean and proper. Kings Dominion may have more rides (specifically rollercoasters) but none are as highly-rated as Buschs' Alpengeist and the newest coaster, Griffon.

We were just there on Tuesday. We didn't notice any smell. It was a very good looking park (no wonder it has won the most beautiful park award for something like 15 years in a row). Food was also very good (we ate in the German Octoberfest house). Apollos Chariot and Alpengeist are good rides. Lines were shorter for the big rides than they were for the lesser rides. Cedar Point does a better job moving people through the park and onto and off of rides more efficiently. Busch Gardens is a nice park. We would go back but CP will continue to be our favortie (in part because its less than an hour away).

BGE is SO much better than KD. I've been to KD once and I was not impressed. It was dirty, not well landscaped, the typical run-of-the-mill rides (nothing too exciting) and overpriced average food (nothing special about it).
BGE is clean, beautiful, amazingly landscaped, has several innovative and really awesome rides, is more family oriented, has fantastic food (although it is expensive) and is just a nice experience all around.
I've been to BGE 3 times so far this summer (I only live an hour away) and it's worth the ride. I love the roller coasters, the water rides, the nature (eagle exhibit, wolf/coyote exhibit, the Budweiser Clysedales are there, the swans who swim the river)...wow. It's just so much fun. Griffon is awesome (just too short), Apollo's Chariot is a blast, you get soaked on Roman Rapids, Curse of Darkastle is pretty cool...the list goes on.
Water Country is about a mile away. I haven't been there yet but I've heard it's really nice and HUGE. It's supposed to be the biggest in the mid-atlantic states. If I don't make it there this summer, I'll definitely go next year.

1) Sort of. their waterpark is so large, they have a seperate area 1/2 a mile down the road. (best waterpark i've ever been too!). admission to the waterpark is free with the purchase of a ticket to Busch Gardens.
2) it is way better than kings dominion, in my perspective. it is cleaner, has better food, has better rides (but not as many good roller coasters as kings dominion, quality over quantity, right?). it is a little more family oriented than kings dominion, but its larger and i think its way better.

I love busch gardens. So much better than six flags. It has a ton of thrilling rides but also has water park features. Have fun if you go and don't forget to ride appollos chariot for me!
