Busch Gardens in Williamsburg, Va...
Does it just have rides or does it also have a water park?
How is it compared to Carowinds, kings dominion, or six flags? Thanks!

Not a water park but does have water rides (like the water log, rapid rafts, etc). Six Flags is not as large (per acre and rides) as Busch Gardens.

I been to all the Orlando amusement parks and you can get the best rides in Universal studios. I think Busch Gardens fun too but if I were to want a thrill ride that is different I go for Universal. If you go to Orlando Bush Gardens is only 90 min for Universal so you can get a twofer. Cedar Point has some great roller coasters but if you like different go Universal. Universal is perhaps the most dedicated high tech of them all. Be careful and have a safe trip.

It has a few water rides, Roman Rapids, Log Flume, and Escape from Pompeii, but it's not a true water park. If you want a water park, Water Country USA (Busch Gardens' sister park) is just up the road.
