I see that some people use it even in a sunny day, are they using it as a coat? does fashion allow that?

they are called trenchcaots or peacoats. they are coats. and you can wear them anywere, everywere

the logic is incase that if it does rain , they are prepared.

it could be because they feel it is fashionable, they are comfortable wearing it or as a "just-in-case-of-rain" situation
