Your area may not have the financial ability to take on a pro team. Are there very many city teams for baseball, hockey, football? If so, that is the first step to getting a pro team. If the community isn't already going to games such as these, it would be hard for your state government to prove the viability of a Kentucky sports team. If you noticed, North and South Carolina had to pool their efforts to get a pro football team. Alabama, Mississippi...They don't have one, either. If there isn't enough money to create the infrastructure needed (more cops, wider roads, more hotels...) then it just won't happen. You can write to a local TV station to see if they could possibly do a story on having a pro team in Kentucky. They might be interested in covering something like that.
The site below might help you understand what I'm trying to say here. Good luck with your idea.

Hate to break it to you, but Kentucky is not a feasible location for a sports franchise. Our state's population is only 4.2 million. While Louisville's metro area has 1.4 million (about 1.2 million of which live in KY,) it is considered a college sports town. Lexington's metro is barely cracking 500,000 people, which is only 1/4 of regional metro areas such as Indy, Cincy, and Nashville. And, with UK being the lifeblood and end-all-be-all of Lexington, do you think Lexington will ever support a team? Or Louisville, with their strong split of passionate UofL and UK fans?
Remember, Cincinnati is just across the river from Covington, KY, as well as 70 mi. N. of Lexington and 80 mi. NE of Louisville. They have two professional sports teams (MLB, NFL.) Columbus, OH has NHL. Chicago, IL, Atlanta, GA, Cleveland, OH and Detroit, MI have NFL, MLB, NBA, and NHL. Nashville, TN has NHL and NFL. Memphis, TN has NBA. ALL of these are markets within four hours of the Kentucky state line.
Kentucky doesn't stand a chance, unless we become a boom state like NC, GA, TX, etc. Louisville is, however, about to open a pro sports-quality stadium in 2010, so that maybe a good start.
By the way, I believe it's "How come..." instead of "Why come..."

Kentucky doesn't have any pro teams so you don't need a stadium
