Developing or making a web site is not a problem at all you can do that from software you have already or from free software available on the web.
Here is the rub. Thats all you get for free.
You will need to purchase a Domain Name
You will need to purchase a Hosting Service to place it on the web. using and storing your site on there servers.
You will need to pay each year to maintain your Domain Name and each month to host your site.

If your website is developed locally on your hard drive, you will need to upload all the files to a web host. Popular free hosts are FreeWebs.com, and Yahoo's own Geocities.com.

Once you have set up webspace, you'll be given a URL, which is what people will use to visit your website.

You have to go to a website, that offers website hosting. Just search one up but it does cost money.
