i believe it was www.moparscape.com
i tried it once but i couldnt get it to work and there really is no fun in getting all the stuff and stats for free.

Its not so much a game as a pic creator. Nothing you do on there transfers over to the game itself. It may have been banned by now since it was commonly used by scammers who wanted to make pics to post to advertise their scams.
