i took two pregnancy tests and they both came negative

Plan B is just a blast of birth control pills. It actually triggers a period. Bleeding is normal. However, it is only 90% effective so you better pee on a stick in about 2 weeks.

Plan b makes you have a period and it's usually heavier then normal.... but it could of not worked so you need to go to the gyn asap because if you plan b didn't work you could be and could caused great harm to you and the fetus.

Check with your doc.
I thought Plan B was to be taken 48-72 hours after unprotected sex, you may have taken it just under the wire (so to speak).

Absolutely. Nothing is 100% foolproof (except maybe total hysterectomy) and having periods is no guarantee that you are not pregnant.

It sounds like you have some sort of hormone imbalance or possibly cystic ovaries. You need to see your doctor.
