If he is always watching you, there must be something about you that attracts him to you, otherwise why would he be checking you out. I know I would check you out if I saw you.

Oh boy, there are no hard and fast laws of attraction. Someone looking at you does not always mean s/he is attracted to you. There is no real way of knowing it unless they fess up, or you get to know them better. Just be confident, and see how it goes for the two of you. Wish you all the luck with this guy.
