Multiply both sides by 3
(y+2)+3x(3)=7x(3)
y+2+9x=21x
y+2-2+9x=21x-2
y+9x=21x-2
y+9x-9x=21x-9x-2
y=12x-2 (if you want to solve for y)
if you want to solve for x,
y+2=12x-2+2
y+2=12x
(y+2)/12=x
x=(y+2)/12

I assume you are trying to solve for y.
1/3(y+2)+3x=7x
y+2 +9x =21x
y = 12x - 2
This is a line with slope = 12 and y-intercept = -2

(1/3)*(y+2)=7x-3x=4x
or y+2=3*4x=12x
or y=12x-2=2(6x-1) ans
