18x - 15y = -9
Multiply 1st equation byy - 3 getting:
18x -15y =-9
This is the same as the 2nd equation , so they are the same line and there is an infinite number of solutions.
It is a consistent, dependent system.

0 = 0

This is a indeterminated system and has infinite solutions.
In the 1st equation:
-6x + 5y = 3
5y = 3 + 6x

y = (3 + 6x) / 5
There is infinite solutions:
Each real value of X gives a value of Y.
The solution is on a straight line. y = (3+6x)/5
