certainly everybody has their price, you just have to go high enough, otherwise you're stuck buying someone elses. You have to ask yourself, how much would it be worth for Chevrolet to build ONE of these cars, and how much would it cost to retool, and set up all of the presses, castings, etc?
Lots of aftermarket companies do complete restorations that actually come out better and cleaner than the original, but you better have deep pockets. Even though, it will still be far cheaper than what you propose, WAY cheaper.
I've only seen the program you mention once, but I believe they're driving one of the few 427 CI / 4 speed impalas that were made. You'll pay a premium for that for starters, plus restoration.
good luck, and I'd get a second job now to pay for it.
Hemmings Motor News is probably the BEST resource for locating vintage cars. They are one of the oldest and best resources for complete cars, completely restored, to project cars in desperate need of a home, parts, restorers, etc.
The first link is for their home page
the second link is for all of the 1967 Impala's on their list
the THIRD link is for an all original 1967 427 CI Impala with 30,000 ORIGINAL miles, BUT YOU BETTER BE SITTING DOWN when you open that one. WOW! (This is about as close to buying a 30 year old factory car as you'll get)

There are custom car companies that can probably take various parts from junkyards and rebuild the car as good as new.
There is no way you are going to get a new one. With enough money you can probably have one built from scratch that looks like the original.
I hope you have a few hundred thousand lying around.

1967 cars won't meet emissions or crash standards. You need to find a shell of a impala or just hang in east LA and buy one from a gang banger. 2 door hardtop with 140 gold spoke wheels hydraulics and pipe organ speakers and lowrider club badge in the rear window. And don't forget the fuzzy dice hanging off the rear view mirror. 24kt golf leif paint job and someone looking to jack you up and steal it. Or just go back in time!

Contact the CEO of general motors, Everyone has their price.
Actually it would have to be much different even if they would due to emmission and safety regulations. If you really want one just keep looking, there still are some left.
