There are different places where you should be on your best behavor:
1. School (no matter what grade you are in, you should follow the teacher or teachers rules)
2. Church (for younger people such as children - it's Sunday School)
3. At funerals, marriage/joining of couple or anything that has to do with church other than mass
4. High School Reunions
5. etc. (other places which would take a long time to name them all here)

What is best behavior? There is behavior or there is no, but let's say I understand what you mean - I think visiting a foreign country, representing your own country.

Always be on your best behavior, even in the worst sitch's. It states a lot about you.
Like a friend of mine i double dated with. His date passed out and he started to take advantage, well my date & stopped him.
Even though, my date & i were hot & heavy into it. i got a lot of thanks from my date for it. and the girl.
The dude, well, he hated it. didnt matter, i was on my best behavior. And when i got thanked from both girls, it was great.
So, always pays to be on yuor best behavior.
