I’m using a great online company called Sitesell. This is the very first time I have ever built a website, so I needed a company who could take me by the hand, step by step!
I have nothing but praise for them! They make EVERYTHING so easy! They supply all of the online training, simple (yet incredibly sophisticated tools) and excellent support.
There is small annual hosting fee to pay but that includes all of the above plus your domain registration. They even supply the templates for designing your site! And don't worry about html coding or other techy stuff as that's all taken care of for you!
My site is only a year old. but It’s already very highly ranked by the major search engines and is attracting more than 15,000 visitors a month! Plus it generates an income which not only well exceeds the costs, but actually shows a very healthy profit!

Good old notepad and lots of HTML reference material....thats the best way.
I would also recommend Notepad++ it has more features than notepad and was created to assist website developers.
If you cant be bothered to learn HTMl properly feel free to use Dreamweaver, Frontpage or another WYSIWYG package which generally develops untidy and often invalid code according to W3 Valid HTML specifications.
I used to use dreamweaver but then realised that for the money and the amount of mistakes and complicated code it creates it is easier to use notepad++, free and easy.

All of the Ex Macromedia now Adobe software ie Dreamweaver and Flash for a total novice first timer Fireworks.
You can download any of these free from adobes website as a 30 day trial.

I agree with allwell. Dreamweaver is a good package with a top notch "help" service. It comes with Flash and you can get a web site up within a couple of days, Expensive, yes, but for my money the best. I have several clients who are more than happy with the results.

I like Open Source Eclipse IDE with the Aptana plug-ins, but I'm doing pretty heavy-weight stuff, and I do know a WAY lot about the involved languages.

You could use Macromedia Flash and Dreamweaver 8, Or Microsoft Frontpage or even use html codes. I use all of them
