I shut off main water line to house, why is shower line pumping out water? I cannot stop this leak. I used teflon tape on pipe and checked shower head for o-ring...everything seems to be in place. What next? Help!

There is residual pressure in all the pipes. After turning off the outside main, you have to then turn on all the taps inside to relieve the pressure. Any piping above the shower(lets say it is a basement shower of a 2 story house) will still have water in them until the water drains out to the lowest tap.
Your leak in the shower is in the mixer valve(the hot/cold water control.....the washer that needs replacing is in there. So you got to take off the knob and extract the valve and fix whatever on that piece and then reassemble.

Yes, but lets be more specific here. There IS a shut-off over the water heater, but the will only shut off the hot water. Which could lead to disaster if you start cutting pipes to replace a shower valve. You need the turn all the water off. The meter is a great place to look LAST. I am a plumber and always use the meter as a last resort. The shut-off mechanism on the meter is very awkward if you don't have the right tool, and could be extremely hard to turn even with the right tool. Also, black widows love to live here. The best place to look is where the water actually enters the house. If you have a basement or crawl space, it will most likely be easy to find. (Just after the shut-off valve for the whole house is a funny looking thing that regulates the water pressure for the house.) If you still cannot find the main shut-off, go next door and ask your neighbor if they know where theirs is. (If your house was built by the same builder, it should be in the same area depending on floor plan) After you turn the water off, go to the kitchen and turn on the sink; Both hot and cold. If you still have water coming out after ten minutes, then your main valve may need replacing. Good luck.
