Would you consider this article as a reliable reference? If not, what do you see as the main limiting factors?

I don't think this is actually an Air Force report, but a report sent to the Air force from a civilian researcher, in order to obtain a grant for further research.

The researcher continually uses "I" in the sentences when referring to his thought on the matter. A real Air force report would not use the present first person. But would use "We" because more then one person would be studying such quantum physics.

It also refers to "Stargates" such as what is seen in Stargate SG-1. I am a huge fan of that show, and some of the science of the show seems to be plausible. But unless the Air force is using the show in order to butter up the masses to full disclosure, it is just science fiction.

Yesterday some scientists published a report that claims that they have succeeded in teleporting a proton. If this is true then this report might have some merit.

For sure, the 'I' in the article is a give away. The Air Force would not personalize things in this manner.
True, a proton has reportedly been teleported. If one proton can be teleported the quantity can easily be increased. Adding other parts of the cell is plausible. One can extrapolate from that and conclude that teleportation is a distinct possibility give or take a decade or two.

there is not going any teleportation.
