Hes not usually responsible for natural disasters, but hes responsible for the response of the team he puts in charge.
Like HeckuvaJob Brownie. When he guts the Highway Fund to pay for the war, and bridges fall down, hes got at least a part of the responsibility. If he thinks its ok to build the levees to withstand a cat 3 hurricane, instead of a cat 4 because "It wasn't considered cost effective", hes got a bit of responsibility. If he assures the men and women working on the pile at the World Trade Center that the air is clean, hes got some responsibility, more if he knew and didn't let them know it was full of harmful chemicals and dust.
If he knew that Saddams efforts at chemical weapons and WMDs were out of production and the arms he had were gone and the UN inspectors were telling the truth, hes got a lot of responsibility for every troop who is or will be injured or killed there, that's all on his head, not even a congress who approved the use of force has it because they were, um mm either lied or misled or listened to faulty intelligence.... Its on his head.

when a president goes beyond the societial norm in office as clinton did and preforms behaviors criminal in nature that take years to clean up, then yes he is responsible...specifically im referring too
- The only president ever impeached on grounds of personal malfeasance

- First president to be held in contempt of court
- Greatest amount of illegal campaign contributions
