If you are talking about the photograph itself or a painting, you might try using a power puff with some baking soda that you can pat it with but I have never tried it so test one to see if it will come back off the photo easily. It should wipe right back off. The back of the photo would not be the problem but I don't know about the glossy or matte finish on the front. If the Soda is too thickish, put a little baby powder into it to make it smoother. Baking soda is a good odor eliminator. And it is a dry product and that is what you would need to use for a photo. If it is just a picture in a frame, then any windex type of product that you clean it with will clean the smell off.

What kind of pictures? Photos and other paper items you have to spread out and let them air out for a week or so.. Oil paintings, I would be tempted to lightly sprits with Febreze in a mister and then leave it.
smoke is a hard one as it gets trapped in the open pores of articles and will not leave. You basically got to mask the smell with some other smell.

You're supposed to look at pictures, not smell them.
