The candidates agreed; it means they would probably implement a similar plan. Many of them are on the same page for many of the issues with a few little nuances in each plan. Having said that, choose the candidate who will best make the plan happen.

Biden's plan is complicated, but at the same time very simple. He has proposed (since the invasion and ensuing cluster**** Iraq has become) to divide Iraq into a loose federation of semi-autonomous regions controled by a weak central government.
Let's dumb it down a little. Here's how (more or less) this would work: the Kurdish north, the Shia south, and the Sunni center would all basically run thier own affairs (much like the Kurdish region does now, and has done since around the first Gulf War) but report to a central government in Baghdad. This central government would more evenly distribute oil wealth and run nation-wide programs, such as a national army or health care, instead of the "let's include everyone make them all happy" program we've been trying for the past four years.
The reason the plan was brought up at the recent debate in Iowa was Biden's new add, which has recently started running out there. In this add Biden (or rather, a message during the add) states that we need to be realistic about the amount of time our troops will be there. And that we need to make sure we get it done right "so [our] grandchildren don't have to go back."
And nobody cares about Biden's message because he's not unique. That is, he's not the woman or the black-guy, or the mayor of NYC, or the guy from that tv show. He's just another middle-aged white guy running for an office always run by white guys. Which is why he doesn't have any money.
But he should. He's the most experienced, and accomplished of the bunch. Clinton's never run a business or any form of government, and her only legislative project (helath-care reform) got nowhere. And Obama's a freshman senator who's only claim to fame is that he's the multi-cultural New Guy who everyone (for some reason I can't fathom) thinks has new ideas. Although we've not seen anything to support this. And all the others in the Democrat field are just that: All The Others. They all just sort of blend together. Biden may try to shove his foot down his throat as far and as fast as he can, but at least you know what he thinks instead of the
political double-talk you get from other politicians.
What will make it change? Who knows.

He has to change the focus of this election to ideas and not just rhetoric, he is the best candidate then.
