The European Union is working on a work permit that will be union wide. Something like the Green card in the USA. They call it Blue card for now.
If it works it will allow you to apply for it in one country but also work in all the others.
You need to get a first job that pays twice the minimum wage in that country.

For living in the Netherlands, many employers have no problems hiring someone who speaks English but for living here it is important or even needed to learn the local language.
Standard of living is pretty high, like the USA or better, less extreme rich people, but also less poor ones.

The bigger towns, and most smaller towns in the west, all university town and the odd one in the rest of the country have a permanent housing shortage. That is handled by listing people for the housing, so that 5 or more years later they can move in.
As a stranger you will not be on the list so you will have to compete for the few places to live that are not in the listed system and therefor expensive.

Read the resolved questions in the Netherlands section, there is a lot of info on the country there, or start reading blogs of people who have done what you hope to do.
Many people love it here, some hate it, and some can not handle it.

Finding work shouldn't be a problem there are plenty of agencies and companies that hire english speakers (especially those with a degree).
I really enjoy the Netherlands. The people are freidns (but then again this depends on where you go and how often you bother to say hello or make an effort to learn the langauge).
Apparently the laws have recently become tougher on getting citizenship but if you are already a member of an EU nation then it isn't hard, all you really need is a sofi number (tax number).
all the best,
