check out the 'Krylon' brand of spray paints at your local store. (Most stores have the spray paints locked up because of the 'taggers' who like to steal spray paint and leave their graffiti everywhere.)

Some kind of epoxy. The home improvement store would probably know. I know they sell similar paint that you use to repaint the racks in your dishwasher, but I don't think it is a spray paint, but is brushed on.

I have to agree with answer one. The more important issue for you might be however,,, the MIL thickness you desire, or intend.
I suspect you can assume that SPRAYING might, in a single coat, MAYBE give you,,, .5 Mil thick.
Without detail as to your intention, or the result desired, we can hardly offer more than various substances.
