i was a cop and that's a tough one!!
you have to have PROBABLY CAUSE, otherwise charges will not stand up in court...but, by the time you WAIT, an innocent person could become the suspect's NEXT VICTIM!!

First this question is very hard to answer. You cannot arrest someone on suspicious because a person may look like they are about to do something and he may turn around a get cold feet and not go through with it. As for waiting until you commit a crime, that's what kind of world we live in. You have to wait until someone commits a crime, Which is very sad. But that's the world that we humans created.

u can't arrest a person before they commit a crime, unless u have proof. not suspicion. usually have to wait for the crime to be committed.

Arresting the suspiciouse person befor they commit the crime because if you are suspicious you should always follow your instinct because they are usually going to commit the crime and you can stop them before anyone gets hurt.

How do you know they'll commit the crime? I'm suspicious looking. Hell, I'm guilty looking.

It is not illegal to look suspicious. It is illegal to commit a crime
Whether or not a person looks suspicious comes from triggers that are sometimes real and many times flawed.
