If you're in IE7, then it may be a server issue with the site you're trying to access (in either browser really.)
Open the DOS prompt and try to ping yahoo.com. If you get numbers back with no packet loss, then you're OK, but the sites you're trying to access aren't.

If the "IE could not open the page" occurs the second you bring up the very first browser window after the connection is made, then it sounds as if your "Home Page" has been modified, either accidentally, by you, or maliciously, by a virus.
To check/change it, do the following offline (the instructions may differ, depending on which version of IE you have):
1) Left click "Tools" in the IE window toolbar.
2) Left click "Internet Options".
3) Change the text in the "Address" box (widget) or click "Use Blank".
4) Click "OK".
5) Reboot your computer.
If that doesn't solve the problem, you may have a virus.
Regardless, run your anti-virus program on your entire computer.
If you don't have an anti-virus program, GET ONE!!!

i kno firefox and another borwsers are extra advantageous than IE 8, in spite of the undeniable fact that IE 8 has a characteristic the place i will to private surfing which wont save something on the history. i rele like that characteristic cuz it doesnt save my informations and the internet sites i pass to. its good if u;re employing a relatives laptop and u don;t choose for different ppl to work out ur stuff. i think of its a difficulty to delete the history each and all of the time on hte different browsers so i exploit IE 8

Try checking your firewall settings.
Make sure the firewall allows IE.
or check IE settings tools>internet options
and adjust them to desired settings
for IE 7 this has big problems-the browser itself.
try switching to firefox

best of all it's free and safe
Note:no virus or malware records has damage involving firefox.

Wow ... I guess if I had this problem, I would uninstall IE and install Firefox. Try that.
