Biomedical science deals with the application of the principles of science and engineering to healthcare delivery.
This includes development of devices like heart valves, pacemakers, stents, artificial joints and a whole range of disposables. It covers all imaging and diagnostic instruments like ECG, EEG, EMG, Autoanalyzer, CT Scan, PET Scan, MRI, Endoscopes and a lot more.

Toxicology, tissue engineering, invitro invivo testing are also part of it.

Bioscience and biotech deal with the use of biological proceesses for technology.
This involves cloning, fermentation, genetic engineering and such.

There are some grey areas where the two overlap to a small extent.

AVR is right. Biomedical is more towards how technology helps in healthcare needs. Bioscience is most things other than healthcare though there is more than some over lap. For example, take Biomechanics (where biology meets physics), this can apply to Sports research at developing a sneaker, little to do with healthcare or can be applied to correcting the gait of a person with a physical disability, that does concern healthcare.

They're both sort of generic terms that really kind of mean the same thing. Biomedical/Bioscience usually is referring to biological research. Since there are all different kinds of medical/basic science research going on, we use these generic terms to broadly describe it.
