is it possible to get a no fee passport without my husband there with me. he is in germany at his duty station. i really don't want to pay for one if i can get it for free.

I guess he is in the armed forces?
If so, you are likely to have a contact person in the armed forces in the USA, or an office that handles his paperwork.
Phone them and ask who to contact for help with this. There is a support system for wives and dependents of the forces.

If you are British there is a like system, but not as well organized I have heard.

If you do not have a contact number, phone either a base where he used to be or the passport authorities.

I do not think so...
Maybe Government Personel or Army Personel do not pay any fee, otherone must be pay fee.
