He sounds like a stalker. Do they have any type of security guards at her place of employment? The security guards should send him on his way.
The woman needs to keep a record of when she is being stalked. She needs to report it to the police if necessary.
But she may want to try having the security guards speak to him first. Or if security guards are not available, a male member of management can speak to him. Often all it takes is another man pointing out to him, "Hey, knock it off. What you are doing is inappropriate. Leave this woman alone. She is not interested in you."

It means he is a soon to be stalker.
If it's you doing the staring and following, stop now, if you want to talk to her, try walking up and saying something.
If it's you who is being followed, call the police and have them have a talk with him.
