According to the "Professional Coin Grading Services" website (a really good and easy source for you to use if you have other coins) the most valuable USA state quarter is the 1999-S Delaware Silver quarter.

I'm not sure if you are referring to the state quarter series or not but the hardest U.S. quarter to obtain would have to be the 1796 Draped Bust Quarter Dollar with the small eagle on the reverse, designed by Robert Scot the first chief engraver of the U.S. mint . There were only 6,146 minted and one graded AG-3 which is a low grade would have a value of about $4,500.I hope this helps answer your question.

There are error quarters and the Wisconsin one with the extra leaves are selling in the $200 to $400 range. I leave them to the wheeler and dealers. I collect only the older coins and in the best grade I can afford. I leave the new fads alone for over time must people lose interest in them. Some fad keep going and a lot don't. As for regular issue state quarters made for circulation none are actually that scarce. If you live in the east it is hard to find the Denver mint ones and if you live in the west Philadelphia mint ones are scarce. The scarcer ones are the S mint proofs of 1999 and 2001. The silver proof quarters are also scarce. None however are rare. All circulation strike state quarters were minted in at least over 200 millions and higher.

Flawed coins are rare and may be difficult to find in circulation, however the ones that are hard to obtain are more often the ones with low mintages. The last time you asked this question mirrorcoin mentioned a coin with a mintage of just a little over 6000. Think of the millions of people in the world and how many of those quarters have fallen out of circulation (destroyed, lost etc). Such a coin would truly be difficult to obtain.

hi... the VALUABLE ones are the misprints or flawed ones... i know on the wisconson there is an extra leaf on the corn stalk..there are other probs with other states too...ebay sells the flawed ones for up to 500.00....but the are all BUC (brilliant uncirculated). if collecting...make sure you have BOTH mint releases of each state P and D (philly /denver)..
.logically 2nd in line i would assume a PD BUC Delaware (the 1st released)....I have a strange feeling though, the good ole eagle backed and bi-centennial will be hunted, with the saturation of all 50 states...happy hunting....
Q to U now and or others...what one is your favorite??...least favorite??
i personally like the Montana longhorns
