Circus Circus is ALWAYS fun even for adults. Or he can go to Gameworks which is a HUGE arcade that's AWESOME! There are many shows and malls to shop at, and he can ride the roller coasters on top of the Stratosphere or New York New York.
(And yes there are even some clubs for minors, but he should stay away from them because there are always fights and drama due to aggresive teens)
He will have a blast regardless his age,

Some Dude is half right. Once you get away from the Strip or Downtown, Las Vegas is just like anywhere else.
However, none of the clubs on the Strip will let ANYONE under 21 in - that's where he's wrong.
Otherwise, your 19 year old could go to some of the restaurants and shows, shop, chill by the pool, partake of some spa services, and hit the arcades. That's about it.
Personally, I'd wait another 2 years. Vegas can be lame for those at the "in between" age - too old for the kiddy stuff, but too young to REALLY experience Vegas.

Sure, if you go away from the strip Vegas is a booming industrial town complete with all the malls, shopping centers, movie theatres, etc you'd expect to find.
On the strip, however, probably not. He could hang out by the pool(s), but the temptation to try and order a drink one way or another is there, as everyone is drinking out by the pool(s). If he were a she, he could go to many of the nightclubs. A lot of them will let 18 and up entrance for girls to get more of them in there (and hence more guys who will buy most of the alcohol anyways), but no partying for a 19 year old male.
I'd leave him at home. He's be tempted to try and get into some things that he legally can't yet, and anything of fun that he could do, he could do in any decent sized city in the country.

you won't be able to do jack in las vegas. no comedian tale. you won't be able to 'hit the golf equipment' cuz all of the 'sturdy' ones are 21 or older. believe me 18+ golf equipment in vegas are LAME. the quite cool issues that i did became quite not in vegas. bypass see the grand canyon in arizona. see Zion national Park in utah. bypass trekking in pink rock, or mt. charleston. Lake Mead and Hoover Dam is kinda cool, yet even thats gross cuz the water point gets decrease all of the time. each thing thats cool in vegas isn't quite in vegas!!
