There are books like that for sale but if you want to make one yourself, you can, I think.

For the basic book, make 'pages' out of strong fabric, like any bound book they need to be 2 pages together, you stack them and then stitch in the middle of the fold to hold them.

On top of the strong fabric you can add bits of nicely coloured fabric, in the shapes of clothes that need fastenings.
Like a coat where the fronts are partly loose form the page and you have added a zipper.
Trousers with a belt (buckle and belt end) at its top.
A picture of a shoe with laces.
And so on.

If you want info with pictures, I am sure there are photos on internet too.

You can arrange them like in the story of a little boy / girl dressing up before a fun day, or top to bottom.

But make sure the closings are strongly fixed to the book, so that they do not come of when pulled or mistreated. A book like this is often used by little children, often with even smaller siblings or cousins are around.

If you make the book for just one child you can put his or her name on the front and make it a personal story.
If you add a strap with a button hole to the back and a button on the front of the book you make the child use the button each time (s)he wants to read.

To make the pages you can first decorate them and later fix them together like a pillow cover, stitching them together inside-out, turn them around and close the last little bit.

i suggest you make pillow slip shaped pages
so you can add a template of plastic core board
that will make the pages stiff
use a ring binder to hold the pages
make a book cover like the ones we use in school

add the items to teach the hand skills to the leaves of the book

make a fold and add grommets for lacing and tying
make a fold that has a section of large zipper
make a flap with buttons and button holes for flat buttons
make a flap with buttons and button holes for stem buttons
make a fold and add snaps
make a fold and add back pack buckles
make a fold and use recycled belt buckle parts
make a fold and add toggle buttons
