I would delete the last word -do.
Smokers have a higher rate of getting lung cancer than those who don't smoke .

Smokers have a higher rate of getting lung cancer than non-smokers.
You are comparing between the two-
smokers & non-smokers will be better than smokers & those who don't do.
Second way is-
Persons who smoke have a higher rate of getting lung cancer than those who don't.

It should read: Smokers have a higher rate of lung cancer than those who do not smoke.

I think this would be better,

Smokers have a higher rate of lung cancer than non-smokers.

or

Smokers have a higher chance of getting lung cancer than non-smokers.

No, not really. "Smokers have a higher rate of lung cancer than non-smokers" would be a simple alternative.

some might say yes but in reality they dont. People who do smoke do get cancer but not as fast as those who dont. People who dont smoke breathe in smoke all day. They are called passive smokers.
some people who smoke die of lung cancer but it is a common fact that more people who dont smoke die of lung cancer than those who do. Smokers smoke all day so it doesnt affect them when they breathe in smoke around them. but people who dont smoke arent used to breathing in smoke so it affects them more. That's my answer, hope it helps.

also, IMO it doesnt really sound right with the "do" at the end, other than that it sounds perfect.

It needs a capital, and it would still be clear if the word 'do' was left out of the sentence.

Yes, aside from needing a capital at the beginning. However, I'd be inclined to use 'contracting' rather than 'getting'. Also, it would be better to leave out 'do' at the end.
