ATM Fraud in Malaysia Leading bank in 1988?

Dual control on NCR Old machine needs 2 officers combination to open & both are equally responsible for the cash in it. If one betray the other how to overcome the charge and sue the bank and the other officer to clear the innocent officer. Plse help.
