There is a system of buoys they use that are accompanied by pressure monitors on the sea floor. Surface waves and ripples have their pressure average out of the sea floor. The large displacent of water from a tsunami will produce a pressure change. The wave heights the buoy was experiencing can be averaged before and after the pressure change to measure the tsunami height.
