Does God speak to each candidate or wait until the winner takes office?

Calvin: Are yo uaware of the fact that Bush has stated often that God has instructed him to invade Iraq and bring Democracy to Iraq?
Among other delusional things Bush has said God told him to do!?

God does not personally speak to anyone (to include the President of the United States), but He does speak to each candidate, and everyone else, through His Holy Word (and He is not waiting for anyone to take office).
