I am not sure in what context you have asked this question. The term LUSTY according to dictionary meaning indicates : vigorous,sensual , healthful, stout, bulky etc. It applies to both men and women.

Lust and passion are individual personality traits...not gender traits.
It depends on the person.
But overall....I'm going to say men...do to the fact that LUST speaks to raw animal magnetism which many men crave, as opposed to LOVE which speaks to emotional connection, which more women prefer.
(generally speaking, not in all cases).
