Hiya, Sweetie... Am not sure what you mean by "disguised unemployment"...cheats of some kind? I don't think cheats get away with it for long on government programs. (unless the gov't is cheating; d'ya think so?)
Underemployment (ah, I looked it up...it's when people are employed for less than regular hours, not full-time) contributes to the overall pinch a country or state may feel when added to unemployment. (unemployment being no job at all. "disguised" would mean they work a bit though are called unemployed and might as well be)

I have never heard of disguised unemployment..but i do know that underemployment is when a person is employed in a job that is lower than his qualifications like when a doctor is employed as a nurse. This signifies that even though more people are employed, they are not getting the salary theyd eserve...disguised enemployment may mean the same thing wherein gov't make jobs for lots of people but with relatively lower pay and for only for a short period of time just to decrease the unemployment rate in the country

Underemployment could be either earning less than you are worth, or capable of earning, or not earning full time when you've made every effort to get full time employment.
Disguised unemployment (I take it you mean unemployment and not "umemployment") is when your are taking in money and not recording or keeping record nor is anyone else, so the IRS and the state department of employment doesn't reduce or eliminate your unemployment benefits.

Underemployment means when you are skilled for a certain type of job, but it is unavailable and you are forced to do a job which is lower in grade.
Unemployment means that these is no job for you available. Disguised unemployment means that you are employed but still declare yourself as unemployed and wait for a suitable placement.

Underemployment exists when someone who possesses finite skills is used in a position that does not require or make use of his/her skills. (underutilization)
Disguised unemployment exists when someone cannot secure a job using his training and accepts a position to bring in income while still holding himself out as unemployed.

could be the same thing - someone who is working at job paying less than they are qualified to make is "underemployed" and is usually also discouraged by that fact ' a "Discouraged worker" has probably given up looking for work
