Here's the deal. Stag pipes (that is exhaust pipes without mufflers) are legel in all 50 states. If you had no pipes at all then the cop could have given you a ticket for missing equipment. Also, the law that you are supposedly violating is supposed to be written on the ticket, so go to the court house or web site to read the specific law you were ticketed for, if it's for excessive noise then you will probably have to pay the fine. Otherwise go to court and tell the judge you have stag pipes on the bike and they are legel and he should dismiss the charge.

From what I understand in California it is illegal to modify exhaust from original if it increases the noise level. I know it is a very stupid law, but this way they can cite you any time they want. I am sure all states have different regulations.

most places have a noise ordinace with a decible rating that if you excede it you are open to a ticket but it is not easy to enforce due to the rules check with the abate for va see if they can help you out
