The actual formatted capacity actually tends to be more than advertised.

The Hard drive makers do things properly and use the correct meaning of the prefixes but this results in the advertised (and actual) capacity of the hard drive being different to the incorrect reported capacity from the operating system.
There are a set of binary prefixes that are available to be used but aside from a few open source programs very few people actually use them instead choosing to abuse the SI prefixes which are NEVER to be used for base 2.
The formatting of the hard disk and all the stuff needed for a file system put on a hard disk to be able to work does take up a bit of overhead but the hard drive makers leave enough extra for that so you still tend to get more than they actually advertise it as holding.

There are a couple of answer to the question but I think what you are looking for is: There is overhead needed to manage the files on a harddrive. That overhead will lower the usable space on a drive when formatted. The raw space will always be greater but most people will never acces a harddrive unless it is formatted but the manafacture always like to advertise the raw size of the hard drive.

the data is compressed u dont loss any of the actual information it's just compressed to take up less space.
