South Indians have a term for it, "co-brother". But in ordinary English it would just be brother-in-law

I think it would be better to designate him as the husband of your sister-in-law or simply sister-in-law's husband. Your wife's sister happens to be your sister-in-law and your wife's brother happens to be your brother-in-law. Thus your wife's sister's husband can't be your brother-in-law too.

He would be your sister-in-law's husband. He would not be your brother-in-law, because he would need to be your wife's brother.

If you want you can call him your brother in law even though hes not just call him by his first name
